Planning permission will not be granted for changes of use from residential to other uses unless:

1. The proposed use is for a community facility; and
2. The location is no longer environmentally suitable for residential use and cannot be improved; and
3. The proposal is for an important employment-generating use outside a predominantly residential area, provided that it is not detrimental to residential amenity and does not conflict with other policies of this Plan; and
4. The demand for the proposed use cannot adequately be met elsewhere; and
5. The housing units are not of a type in particularly short supply.
